I have the honour to address you on the subject

of the status of step-children and adopted children of

officers in the service of this Government.

2. The question is primarily of importance in

connection with the provision of free passages to the

children of officers proceeding on or returning from leave,

or on retirement. It has also arisen in connection with

the grant of rent allowance to a widowed officer who had

adopted a child during his wife's lifetime.

3.

I should be glad to learn your views on this

matter regarding which I have no information as to the

practice in other Colonies.

I am of course aware that

the definition of Orphan in Section 2(c) of the Widows and

Orphans Pension Ordinance, 1908, excludes adopted

children and step-children from the benefits of that

Ordinance.
